TsiYuki Core Animation

Animator building blocks shared by TsiYuki tools that generate FX layers: layers, write-defaults-off states and Any State entry transitions, each handed back to the tool to save.

Part of the TsiYuki Core family: VCC installs it along with the tools that need it, so there is no reason to add it by hand.
